Oregon Athletic Officials Association

The Officials Certification and Education Program - OCEP - includes specific educational and training requirements for Oregon officials.

Below is a brief summary. Please review the details of the program at www.oreofficials.org/clinics.htm to learn of the exact requirements, deadlines, benefits, and incentives BEFORE purchasing a course.

1. An official must have completed an OAOA Principles of Officiating Clinic (available in 2007) or complete the online NFHS/ASEP Officiating Principles Course within their first three years of officiating.

Exempt from this requirement: Any official who was certified by OSAA prior to the 2006-07 school year and out-of-state transfers who are licensed/certified by a state high school governing body.

2. Beginning in 2009-10, to be OSAA playoff eligible, an official must complete an OAOA approved alternative clinic, camp, or certifying process; or completed the NFHS/ASEP Officiating [Sport] Methods online course in the applicable sport. This is a once-in-your-career requirement.

Volleyball and wrestling NFHS/ASEP Officiating Methods online courses are under development. Once available, the above requirements will be applicable. All volleyball and wrestling officials are encouraged to attend OAOA Regional Clinics in their sport beginning next year!

Special Kick-Off Year (2006-07) Incentives
Officials completing the OCEP requirements in year one of the program (deadline June 30, 2007) will receive an OSAA Gold Card which allows free admittance for one year to any OSAA playoff/championship event in all sports - easily at $100 to $200 value!

OSAA will also reimburse $25 to any official taking an NFHS/ASEP online course during the initial school year of 2006-07 (deadline June 30, 2007).

After June 30, 2007, officials completing the OCEP requirements by an approved alternative at anytime and those who complete an ASEP course after June 30, 2007 will have the opportunity to purchase an OSAA Gold Card at the same price as coaches - currently $15.

This e-course will help you learn the principles of officiating, including communication skills, decision making, and conflict management. You’ll also develop an officiating philosophy, officiating style, and goals. It's essential preparation for the new or inexperienced official.
